People have been building Rat decks since before four-ofs became a thing for tournament and Casual play
While the base cost is low, the Overload cost is what makes it awesome

Krark, the Thumbless leads to funny, coin-flippy games, at least until you bust out cards like Spark Double and a partner commander like Sakashima of a Thousand Faces to start breaking things
Trainers need to make sure to have a ton of these, preferably Max Revives (since the average Revive will only restore one Pokemon to half HP and waste a Potion getting them back to full health)
Most of the support for this Deck comes in the form of Spell Cards, and there are quire a lot dedicated not only to the Egyptian God Cards, but for The Winged Dragon of Ra exclusively
